Here is the other side of the coin:
There will be some cars that meet what some have labeled "restrictive rules" at Citrus.
If a car is Citrus legal, it appears that it will be less than competitive at other tracks with more open rules. Where do we think they will run?
And if they run Citrus exclusively, and Citrus continues to pay good money, then the "good" cars will get better.
And soon enough a hot shoe or two will be building cars "for Citrus rules" to get some of that money--and glory.
It seems to me that eventually it is all about the money. If there is enough of it for Citrus to potentially weather a medium sized field for a while, and enough of it to keep paying, the racers will come back. From somewhere.
Meanwhile, Citrus will not have to worry about scheduling over another track, or be concerned about who is or is not coming from "x" speedway. They will have their own field every week. Like tracks did in the 60s.
In the end it is mostly always about the money.
All that said, I have not changed my mind about universal rules (as I believe they would help the racers), but hey, they are the owners, and I respect their right to run their deal any way they would like.
