As a racer and past promoter and GM of a race track, I've been on both sides of the "when do you call a race/event". It's always best if you can call it early; it saves the racers money AND it saves the track HUGE money (insurance, payroll, food, etc). But,if the racers are already in the pits the best thing generally is too wait as long as you possibly can.

There likely isn't a decision that a promoter hates more than when or if to call a race. It's the classic rock and a hard place.
