I'm not buying the "Airport wants the Speedway for themselves" theory. That's not the business they are in, nor would they want to be.
This sounds more like PGS wants the Airport Authority to pay for the land improvements. With most leases, they will ALLOW improvements to the property, but you can't take those improvements when you leave. For example, if the place had a dirt driveway, they will let YOU pave it, but you can't dig up the pavement when you leave. They are under NO obligation to pave it if it wasn't part of the original (or amended) lease agreement. The "broken septic tank" comparison doesn't apply at all.
My question is this: How much is left on the lease term? I would approach the "landlord" with this proposal..... "I will NOT extend my lease until the parking issue is solved. This does take time to do, and it would be prudent of you, as the land owners, to make these improvements now, so there won't be an un-used, un-leased Speedway when it IS time to renew the lease".
You CAN'T force them into improving your piece of leased land at this point... you signed the lease as it was. You probably could sue them with the contention that putting in that road impedes your business from operating at a profit..... but in this case, youre up against both the Airport & the local Government. Good Luck with that.
