I don't know what kind of chassis but I'm going to guess that its probably from the 70s. Looks like it atleast has some home-modifications...

Cart Chassie brand

Appears to be a mid 70's Margay kart which were popular in that era. I had 1 my son raced back then.

Here is a mid 70's Margay cart. They are in St Louis and still in business as far as I know.
