From speaking to racers and others, the last I heard was that Tech Officials have the last say and then problems with them go to Mr. Hart... Anyone know if that still is the say so...
At a drivers Mtg last yr, shortly after the "Town Meetings" Mr Hart stated "any race related issues you take them to the race director, (Butch Pierce), if he doesn't settle it to your satisfaction, bring it to me. (Mr. Hart) I'm not sure if this is still the rule or not.
I'm not slamming Tuna, but simply pointing out the obvious.
When there is clearly defined organization, all the employees and participants would know where responsibility lies. I suspect it is not even necessary for most cases: the promoter will not hire ticket people, the general manager will not direct on-track clean up, etc.. But for volitile cases that involve tech or calls from the flagstand, it should be clear who is in charge.
For example, suppose that tech finds a big motor in a car and DQ's the driver. {The following scenario is hypothetical. Any resemblence to characters living or dead is coincidental.} Now the driver of that car would not be able to go to the promoter and plead their case, nor could they go to the pit steward, nowhere but to the race director. It would be a clear path to follow. At most any track, we've all seen unrelated characters get involved in conflicts like this.
This thread began with the situation of a race director over-ruling tech. If the organization was structured as I propose, then the race director would be the appeals court for racers. Sorry, but I think it is necessary. Sometimes tech gets it wrong. If that happened to you, wouldn't you want to get a second opinion?
If the track owner decides that he does not want tech reporting to the race director, then simply change the chart so that tech reports to the owner, or whatever else he decides. Either way, it would be clearly defined just where the responsibility lies.
I would imagine that the chart would point out that the race director and track owner can override the tech folks - rendering this thread pointless. We can draw a diagram if that would help...wait a minute...
