And the proof of that was Rick Brisol's race in December. He put some money up, instead of running for free, and had an 30 car field that put on a hell of an entertaining race.

From playing the game on both dirt and pavement the answer is the track action and MONEY.
95% of pavement races are a high speed follow the leader and can not pass on the outside, nature of the beast. Exception will always be the tour Modifieds.
Dirt, good track 2 and 3 wide racing all night. Car starts in 15th has a chance on dirt not much on pavement.
Want to spice the pavement, set the starting line up for the main with high points on the tail and low points on the pole. Might see some racing and passing.
As a DRIVER I liked dirt as an owner I liked pavement, wash the dust off, change rubber and go race again.
The facts are very simple, more tracks than cars and less purse money to attract the cars.
Want a FLOOD OF CARS simple. Pay $100.00 for LAST PLACE and drop the payoff only $50.00 per spot. You will get the middle runners to show up and the tail enders can afford to come back.
