Why not see what the fan capacity is and use 50% as a starting figure. Mandate the use of face masks. This could be the rule for the first week or two and see what happens.
Race tracks are an outdoor sport, and with the above rules, there should not be any problems... OSF

They could tape "Xs" on the bleachers every 8-10' or so and have the spectators sit that far apart in groups (that came together) of no more than 4.

Additionally, if the track could acquire a hundred masks or so, they could sell them for say $5 if a person did not bring their own. As OSF mentions, everyone in the stands needs a mask.

If and when the stands were full, the gate is closed.

Still, I believes that I will wait a while until the illness has burned through more of the population before I go out for recreational activities. But then I am in the high risk demo.

Funny, of all the risky things I've done along the way, now just going out is a risk. And I am tired of my head hitting the windshield post...

ps--Bonus! Give out free straws with every beer purchase so they do not need to remove their masks!
