One way to beat the rain in Florida... race on water!!! Check out Round Mountain Raceway, a short track for boat racing... looks pretty wild too...

Jet boats on a road course. I've seen those guys on tv, hell of a show.
Simply put a roof over the grandstands ( like Nashville ) order some rain style racing tires, and you won't be at the mercy of Florida weather anymore. And with a roof, you can run afternoon shows without baking the fans in the sun.

If I ever had the money(which I never will. Just a dream. Doesn't hurt to dream), I would put a Dome over Speed World and cover the pits too! Also pave or concrete the entrance road.
