A clearification: other posters suggested calling ALL the racers and spending 25 hours a week on this. My original suggestion is to contact only the teams that were competing in recent years or months, but who are not running now. Spend time on the ones who can be convinced (remember, some racers are always looking for excuses), and who can benefit the show.
It doesn't make any sense to contact everyone who is racing now. At the track tell them "hi, glad to see you", and let them get to the business of racing.
