Todd you miss the point.
Lets take my dads business for instance. Automotive Repair. Say the entire industry had a standard that all techs were to be paid the same thing per area. Our area was 10 dollars per hour. Mechanics had to provide their own tools and diagnostic equipment. Do you think there would be any people worth having apply? Its bad enough he cant get qualified people and he is willing to pay up to 40 dollars per hour for a qualified tech. Same goes for teaching, truly qualified and experienced teachers wont teach for that. The headaches and bureaucracy make them go into less stressful jobs. She did not set out to be a teacher. She did this while getting her masters degree in Library and Information sciences. Once the masters is done in a year its off to archiving in a museum. This is just a job for now.
As for this im done arguing with you about it. Think what you want, but education will continue to go down until people like you quit thinking that teachers make too much or even enough and see that the people that are worth having as educators don't do it because they can not live on the pay. Very few have a love for teaching and do it regardless of the pay. the rest do it because they are too sorry for anyone in the private sector to hire so its a public sector job where unacceptable work ethic is accepted.
