What would the charge had been if it had been a potential buyer that bought the places, thinking the books were legitimate? Paid fair market value for a money making business only to find out it was a lie? Just because some people have done it and got away with it, doesn't make it right. He's a racer so he should know that you pay the consequences if you break the rules.
