From what I understand, he's a mascot for a very popular Japanese TV show...and has become popular worldwide. Now, he's photochopped in pictures all over the internet.

Do an image search in Google and type in "domo". MILLIONS..... I guess he's kinda like the Japanese version of Sponge Bob....and now...He's made his debut in the World of Racing...
